Most of the account's posts are links shared without any commentary.
What X says
“repeatedly posting or sending direct messages consisting of links shared without commentary, so that this comprises the bulk of your post/direct message activity;”
How to fix it
Write a real caption that says what the video and link are about.
Good to know
Watch for a caption that is only a URL. An occasional bare link is not a violation; the rule is about the bulk of activity.
Can FYProof spot it?
A full check of your video looks for it in the caption. What a check finds is an estimate, not a guarantee.
