“it is your legal responsibility to comply with COPPA and/or other applicable laws and designate your content accurately.”
How to fix it
Set Audience to 'Yes, it's made for kids' for child-directed videos, and 'No' for general-audience videos.
Good to know
Weigh the FTC factors: subject matter, child actors, animated characters or toys, simple language, songs or rhymes, and whether kids are the intended audience. A family vlog, DIY doll-making for hobbyists or gaming with adult humour is general audience, not 'made for kids'.
