What triggers it
Each removed video adds a strike. Reaching the threshold within one policy (e.g. Harassment) or feature (e.g. Comments, LIVE), or many strikes across policies, means a permanent ban. Zero-tolerance areas (threatening violence, showing torture, CSAM, trafficking, graphic adult sexual abuse) ban on the first strike. Strikes expire after 90 days.
