For Creator Rewards a video must be original, high quality, over 1 minute, reach 1,000 For You views, and must not be a Duet, Stitch, Photo Mode post, or an ad, paid promotion or sponsored content.

How to fix it
Make rewards videos longer than 1 minute, post them as normal videos (not Duet, Stitch or Photo Mode), and keep sponsorships out of them.
Good to know
Check duration > 60 s (61 s to be safe), that it is a video not a photo carousel, and look for sponsorship cues. Qualified views: 5+ seconds watched, unique, not marked 'not interested', from CRP countries; search views count at 30+ seconds.
